Zimbabwean Economist Dr. Judith Kateera to start new SADC Secretariat job in October

Following her appointment to replace Seychelles’ Ambassador, Joseph Nourrice, as Southern Africa Development Community (SADC) Deputy Executive Secretary for Corporate Affairs, Zimbabwean top economist Dr. Judith Kateera is set to take up her new job next month (October 2023).
Dr. Kateera, a former African Development Bank (AfDB) Executive Director for the Africa Group II region which comprises of Zimbabwe, Angola, Mozambique and Namibia, was sworn in on the 17th August 2023 following her appointment approval by the 43rd SADC Summit in Luanda, Angola.
A holder of a PhD in Economics from Zhongnan University of Economics and Law in China and a Master of Arts Degree in Development Economics from the Centre for Development Economics (CDE) at Williams College, Massachusetts in the United States of America, Dr. Kateera has also worked as Principal Director in charge of Finance and the National Budget in the Ministry of Finance and Economic Development.
In a detailed statement by the SADC Secretariat on her working experience, Dr. Kateera served as Permanent Secretary in the Ministry of Economic Planning and Development.
She served in the Office of the Vice President, appointed Secretary for Economic Planning and Investment Promotion.
She also worked in the Office of the President and Cabinet responsible for Economic Research and Policy Analysis.
Dr. Kateera also served as the first Permanent Secretary for Presidential Affairs, Monitoring and Implementation of Government Programmes.
Became Permanent Secretary for Public Service, Labour and Social Welfare and was Economic Advisor to the Ministry of Finance and Economic Development and the Government of Zimbabwe.
Just before her appointed to the SADC Secretariat, Dr. Kateera was serving as the Policy Secretary in the Ministry of Finance and Economic Development.
In the same statement, SADC Secretariat said Dr. Kateera brings with her over 35 years of experience in public service.
“Dr Kateera brings to the SADC Secretariat a wealth of experience in public service, spanning over thirty-five years, serving the Government of Zimbabwe in various capacities, collaborating with the private sector, Development Financial Institutions (DFIs), diplomatic community and grassroots people,” part of the statement reads.
In her new job, Dr. Kateera will be in charge of directing the secretariat’s Information and Communication Technology (ICT), human and financial resources.
“As the SADC Deputy Executive Secretary for Corporate Affairs, Dr. Kateera will provide strategic leadership and oversight on the provision of support functions to the SADC Secretariat, including adoption of information and communication technologies to drive organisational effectiveness.
“In this role, she will also ensure that the human and financial resources managed by the SADC Secretariat are directed towards achieving organisational goals in line with the priorities set out in the SADC Regional Indicative Strategic Development Plan (RISDP) 2020-2030 and the SADC Vision 2050,” the statement reads in part.
Dr. Kateera also holds a Bachelor of Science Degree in Economics (Honours) from the University of Zimbabwe.
